英國(guó)皇室的珠寶被盜，引起了高度緊張。情報(bào)局隨即派出了最頂尖的特工——“天字第一號(hào)”去追查珠寶案，然而，案件未查出半點(diǎn)頭緒，“天字第一號(hào)”就被人謀殺了。在“天字第一號(hào)”的葬禮上，英國(guó)情報(bào)局的頂級(jí)特工遭到了炸彈襲擊，全部犧牲了。
不久，情報(bào)局收到消息，這伙壞蛋準(zhǔn)備打英國(guó)皇冠的主意。但是情報(bào)局的頂級(jí)特工都犧牲了，無(wú)奈之下，只好派出菜鳥(niǎo)特工——強(qiáng)尼?英格利（羅溫?艾金森 Rowan Atkinson 飾），綽號(hào)“特務(wù)憨J”。
